what about wiki concept -- it allows to construct any
hierarchy/linking you want + track changes  ?
There's a bunch of wiki systems to choose from (probalbly even java
ones, if you want to combine it with OOo in some way) and if data is
stored in sqlite, you can take it easily to other places.
