Not really (works as an answer to both sentences).
Do you know an algorithm that reliably determines, given the set of
changes to the source base, an acceptably small subset of installation
files that needs to be adapted to turn an installation of any OOo 3.0.x,
x < y, into an installation of OOo 3.0.y? If yes, feel free to
implement it.
Manual PATCH flags are admittedly not very elegant, but have so far
worked at least half-decently in the past.
