in the course of compiling OOo I found that GNU make [1] is most helpful to have on your system even if OOo itself is using dmake.

From a user perspective it doesn't really matter if an external library bundled with OOo requires GNU make or OOo itself. As long as any of the external libraries is using GNU make, you'll need to have it installed on your system unless you use one of the many --with-system or --other-magic-configure flags.
