I had a look at configure.in and the tools are also needed with the
prebuilt zips, since they are needed for the nss module. A quick
search turned up this:

"The nss module will be introduced in DEV300m57. nss contains a subset
of libraries from Mozilla (the moz module). They are supposed to be
more current then those in the moz module. To prevent building nss and
instead use the libraries from the moz module one can use the
configure switch --disable-nss-module"
I have used this configure switch and it builds now; will try mozilla
build tools next time. Thanks Christian.
So either get the mozilla build tools (also linked from that page), or
use the --disable-nss-module switch. If then it still complains,
there's a bug in configure.
(although one could argue that the error should be more descriptive as
to why the moztools are needed)
Yes a hint to module nss would be helpful.
