Polling for internal developers (who mightn't even work there anymore,
who knows) is rather awkward and doesn't really scale all that well. How
about making the test non-mandatory until its possible for external
developers to run it ? Or make it an in-house mandatory rule in the
interim.

Just a short follow up.
Automation CAT-0 tests can also be started manually and if you do this
the result will also be transferred to the Quaste Web Application where
you can review the result and after this review EIS will also know about
the result. So if your QARep knows about this process and has access to
the directory of your ChildWorkspace or if you do that yourself you CAN
have Automation CAT-0 tests executed for your ChildWorkspace even if you
are not located in Hamburg.
Problem there tho is that Automation CAT-0 tests have in the past been
known to not to work as reliable when started manually compared to when
being executed on a dedicated test environment such as the testbots used
in Hamburg do provide.
We are currently considering possible solutions on how to make execution
of Automation CAT-0 tests on these dedicated testbots available for not
at Sun hosted ChildWorkspaces also.
