To contribute patches, you will need to sign the SCA: http://wiki.services.openoffice.org/wiki/Sun_Contributor_Agreement attach your patch to the issue while you are waiting for the SCA to be processed. More info about contributing patches: http://wiki.services.openoffice.org/wiki/Contributing_Patches If you contributed a few good patches, it will likely be easier for you to become a "DomainDeveloper" -- then you can create your own feature branches at hg.services.openoffice.org and escort it through buildbots and QA yourself. If you are having questions along the way, dont hesitate to ask on #dev.openoffice.org on freenode (IRC). It will likely be the fastest way to get an answer.
