This PR closes https://github.com/apache/openserverless/issues/25 It adds the `ops util config <configjson>` command. The configurator is built with bun which outputs the `configurator.js` file used via opsfile for the task. The inner `configurator` folder is the typescript codebase. If needed it can be moved out to another repository.
