The 0.9.0 RC source audit found missing ASF headers in `packages/python/withreqs/__main__.py` and `packages/python/multifile/__main__.py`. This draft adds the headers generated by the top-level `task license CMD=fix`, run in an isolated copy with a temporary configuration selecting the six audited files across CLI, runtimes and testing. Only the two generated comment headers are added. All other bytes, including the `#--web` and `#--kind` directives, and both file modes are unchanged. Python AST comparison confirms unchanged executable code; no license configuration or runtime behavior is modified. Validation: targeted top-level `task license CMD=check` passed for all six audited files, including these two Python files; the runtime repository's configured check passed with 141 valid, zero invalid and 162 ignored files. `git diff --check` passed. The other four header fixes are included in [CLI draft #52](https://github.com/apache/openserverless-cli/pull/52) and [testing draft #13](https://github.com/apache/openserverless-testing/pull/13). All three target `0.9.0`. Supersedes https://github.com/apache/openserverless-runtimes/pull/88 with the same commits proposed from a personal fork.
