Well actually there is a more serious issue than this. I *did* the check for all the licenses. No ASF incompatibilities.
I updated all the licenses for the Dockerfile images, but I did not merge the LICENSE and NOTICE on the top level from my fork. Last minute mistake. So the archive does not include a proper LICENSE and NOTICE and the vote must be repeated anyway.
