No rule says that. There are 2 votes and this vote needs approvals from 3 or more Openserverless PPMC members, including mentors. The Incubator PMC vote needs 3 or more IPMC approvals. Mentors are IPMC members. Ideally, mentors would vote on PPMC vote. I am not in a position to vote for a few days.
