They are derived from vmap0 data and I believe the quality is not good
enough to use at higher zooms. The OSM border data used at the higher
zooms is getting added pretty rapidly.
Hopefully we'll be able to get rid of the vmap0 shapefiles and use only
the OSM derived data in the future.
