Bypass proxy or try this: http://subversion.tigris.org/ faq.html#proxy

That is commonly the problem with the odd requests like OPTIONS that
there is a proxy that has been configured to refuse them.

The 200 OK is still odd though - normally I would expect to see some
sort of 4xx or 5xx error code from the proxy refusing the request.
