The research project 'Mapgeneration' http://wiki.openstreetmap.org/index.php/Mapgenerator Did exactly this. In the past I have even wondered why people are still doing everything by hand if you can trace (and update!) everything by just GPS traces. In essence you would like to have something like an 'uncorrected' server and a production server, so you can have a hand corrected map and a 'collectors' map. Maybe it is possible to make a layer of automatically traced data?
