Try zooming out. It can't find a zoom level detailed enough to give the resolution it wants
e.g. this works: http://dev.openstreetmap.org/~ojw/bbox/?W=12.381605&S=43.108255&E=12.403933&N=43.127255&width=600&height=600 Based on the extent of map requested, and size of image, it tries to pick a reasonable zoom level. Looks like it didn't find one for your sample URL.
