No, turn restrictions are supposed to be modelled through the use of relations, however this is not yet formalised properly, see: http://wiki.openstreetmap.org/index.php/Relations/Proposed/Turn_Restrictions The reason for this is that there may be number of turn restrictions at one node, depending on where you come from and where you want to go, so the tags on the node would be overstretched to contain all that.
