Famous last words: "Let's just write a small HTTP daemon..." ;-) Sure it's possible but you'd end up firstly not supporting a lot of stuff that you get for free if you use an Apache server (e.g. keepalive, output compression, HTTPS support) and secondly you're very likely to introduce tons of bugs and security holes that the Apache folks have long since thought of.
