But ok, are there any Windows tools for parsing a decompressed OSM file
for a Country into a smaller OSM file based on a bounding box input? :)

  None! You have to decompress the file first!!!

  Use 7-zip/Winzip/winrar, or whatever tool you like the most. A
  graphical tool
  may clog on files > 4GB, so please also try with a command-line
  bunzip2 tool.
