There are actually duplicate osm_ids in this column at the moment. If you really want it, then there's nothing to stop you tacking the constraint on to the end of your import script -- you can figure out how to resolve the contraint violations. But the easiest fix for your problem would be to just add an extra column -- again, nothing to stop you doing this after osm2pgsql has run.
