The database I am using does this under the hood already. The constraint
I have implemented was because:
- - I have an update algorithm that abuses old values instead of deleting
all and inserting them again.
- - I assumed that editors like JOSM, and their behavior was consistent
and there is absolutely no useful use of duplicate keys.
