The planet file is not created from a snapshot. It first dumps nodes, then ways. If, after the way dump has been started but before it is finished, someone creates a new way with 10 new nodes, then the new way will be included in the dump, but the nodes will not. This probably explains those ways in your listing with the higher IDs.
