Clipping OSM change files is logically not possible because while 
processing the change file you do not have access to a database of 
existing (and unchanged) nodes. Thus, if a change in a way occurs (say, 
a way is modified from highway=service to highway=unclassified) you will 
not know whether it is inside or outside the clip rectangle.

You can however simply add full diffs to your clipped database/data file 
(this will not fail even if the diff contains a "modify" operation for 
an object not present), and clip the database/data file afterwards.
