Does rails enforce consecutive schema versions? Because otherwise one could, if desired, simply use the last 1-2 digits for minor changes and the others for major. Having said that, it is probably very difficult to decide in a general way which changes are minor and which major. There will be many changes (like adding a column to a the users table) that are completely transparent for most software but might still break some.
