Where is the difference between "fill" and the "casing"? The conditions are the 
same, aren't they?

 

The conditions are the same, but if you look at the Mapnik layer carefully at 
maximum zoom you will see that secondary roads have very thin lines (the 
casing) along the sides of the main part (the fill).
