Maybe SVN content got large enough to exceed the hash table? From [1]:
Detection is performed by creating an internal dynamic hash table of IP Addresses andURIs, and denying any single IP address from any of the following:
* Requesting the same page more than a few times per second
Maybe the server got faster or you reduced the number of Apache child processes so a single one would handle more requests from the same originator?
* Making more than 50 concurrent requests on the same child per second
