Use an uploader that inserts the changeset tag on upload, as you will only know the changeset id at the point of upload. Remember that a changeset can only have 1 hour in no activity, and last a maximum of 24 hours.

You probably need to look at the other thread that was discussing this same issue.

I think that in JOSM there may be a bug in JOSM when it is trying to upload 0.5 style files to a 0.6 server.
