I think without to be captain obvious, implementing layers is *much more* important for preventing datacorruption by incidental mistakes. Even if you do implement layers, you could make a layer read-only (by default) when a tag is found. But even then, most people would be jumping and dancing if there something as filtering to show what is important and hide what is irrelevant for the editor (the person).
