I just use osm2pgsql to handle updates, although it breaks occasionally when
the system has been given bad input that wasn't handled properly, although you
can put the change file through osmosis first.
You need to do the original import using the -s option and then you can use -a
to update, if you don't have -a it wipes the db first.
