I don't know if this is relevant, but the US Interstate Relations have adopted an optional convention of putting a the Wikimedia SVG image URL in the symbol tag.
http://wiki.openstreetmap.org/wiki/Interstate_Highways_Relations However, this is not part of the formal definition of relation:route http://wiki.openstreetmap.org/wiki/Relation:route which describes symbol as "Describes the symbol that is used to mark the way along the route, e.g., "Red cross on white ground" for the "Frankenweg" in Franconia, Germany ". Of course, general purpose solutions that apply everywhere are preferred. It's not ready yet, but keep it in mind for the future. http://trac.mapnik.org/ticket/320
