I don't know if this is relevant, but the US Interstate Relations have adopted
an optional convention of putting a the Wikimedia SVG image URL in the symbol
tag.

However, this is not part of the formal definition of relation:route

http://wiki.openstreetmap.org/wiki/Relation:route

which describes symbol as "Describes the symbol that is used to mark the way
along the route, e.g., "Red cross on white ground" for the "Frankenweg" in
Franconia, Germany ".

Of course, general purpose solutions that apply everywhere are preferred.

For future reference, the Mapnik folks are working diligently on a SVG-based
symbolizer that would make shields like this very easy. It's not ready yet, but
keep it in mind for the future.
