Assume the calming node drops you to 15km/hr, it takes time to decelerate and
accelerate, assuming maxspeed=40 and 2 seconds to accelerate and decelerate and
1 second to cross the barrier, over the course of 5 seconds your average speed
would be about 30km/hr.
