I personally feel that SteveC's proposal of "likenesses" (A is like B) can be misleading, whereas "implications" (A implies B) are univocal. Likenesses are just aliases, implications add more meaning to the tags. So, osm2pgsql (or whatever) should "unfold" everything, unless there are existing values that contradict (e.g. highway=motorway, oneway=no).
