JOSM can.

Download an area that the relation is in (a GPS trace in the area is useful for this)
In JOSM download the specific version of the relation using the url.
Modify the relation (for example add an element)
Update the data, you'll get a conflict.
Solve the conflict with your own version
Upload
Adjust relation back if necessary.

I'm asking this because trying to look at the history of objects

lot of members and a lot of versions is not working at all. I've been

few 100 objects) and it just keeps timing out.

have something like .../history/1 to see the first version.

Reason I want to see this relation is that it is unexpectedly empty
and I
want to see the details of that.
