AFAIK OJW once had a WMS that ran off OSM tiles of any zoom level? Anyway you don't need a WMS to use your tiles in JOSM - there is a slippy map plugin that loads tiles. It is currently subject to discussion and might be rewritten or integrated into JOSM, but that doesn't mean that it does not work - the plugin is also the basis for the Walking Papers plugin for JOSM.
