It should be fairly easy to build on a recent CentOS or RHEL. The dependencies are listed in the README.txt. The Fedora instructions will probably work: http://wiki.openstreetmap.org/wiki/Osm2pgsql#Fedora If you still run into problems then you should include the error messages in your email.
