Sometimes this is the only option. Not all ways are two-lane, asphalt roads; sometimes they're narrow footpaths. If you look here: http://osm.org/go/eurTZdy5p- you'll see a residential area that shares nodes with a highway=footway. The path in question is less than a metre wide, so using separate nodes for the landuse=residential and highway=footway would be messy and just as hard to edit. Besides, the edge of the residential area *is* the footpath.
