It seems that some users do not respond when you attempt to contact them via http://www.openstreetmap.org/message/new/someone , even though it also sends to their registered email address. Giving them the benefit of the doubt, perhaps they never log into openstreetmap.org, and the email address is either blocking the message emails or is an address they no longer read.
