The below problems should be able to be solved by installing the Proj4 windows binaries (must include the data/nad files) and setting the PROJ_LIB environment directory.
If you grab the latest binaries at http://download.osgeo.org/proj/proj446_win32_bin.zip, then you'd point the PROJ_LIB environment at the nad folder contained within them.
