OK - I've seen this before. Someone in my neighborhood does something
evil so they blacklist the whole subnet. So, I added a route entry to
use my backup ISP for net 89.16.177.0/24, tried again, and got:

If I go to dronebl.org and look up either address, it says:

"No incidents regarding <address> were found in DroneBL's incident
tracking system. This means that your IP is not listed in DroneBL."

It's not actually irc.openstreetmap.org giving that error, it's the IRC server on the network that hosts our channel, so it's outside our control I'm afraid.

I don't understand. API seems back up now, so I guess I'll just go back
to mapping :(

It was never down as far as I know - nobody else has reported any problems.
