Both statements are true, however:
1. Osmosis cannot apply a region filter to diffs, only to full excerpts.
2. bbox filtering on diff updates with osm2pgsql has an issue when a
node is moved from the inside of the bbox to the outside; osm2pgsql will
discard such changes, leaving you with the old version of the node.
