I actually think this is a good idea. Modify the exception dialog to also warn if you use the same description you did on the last changeset (the top one in the dropdown list). I know I've accidentally done this (though it may have been before when <ENTER> in the comment field also submitted the changes, instead of requiring keystroke, as it does now).
