http://wiki.openstreetmap.org/wiki/Planet.osm/FAQ says that ways are trunkated at the border. Is there a dummy node inserted at the intersection with the bounding polygon? Or is the first node outside the border included? In either case I suspect there are problems with merging two of those extracts (with osmosis --merge) due to two ways with the same IDs.
