No it doesn't. Well if it does then it's your browser or OpenLayers doing the timeout. There is nothing on the server that will make that page timeout after 30s.

IMO it should be possible to set a event "request failure" or "request
success" whenever a server request ends. Then it would be possible to
trigger a control allowing to show a nice text to the user. The control
could have an option "also show success" so web designer could choose
between showing nothing/failure/anything.

Well sure OpenLayers could handle these things better, but that's something you should probably address on openlayers-dev ;-)
