The (Fast)CGI process didn't return data in time. Or the data was
malformed. Thus you can interpret it as: ruby (aka: the API) did not do
its job (at all) or (in)complete.
Well those are some of the many possible explanations, yes.
To answer the original question, it just means something went wrong - if
you can provide some more context (times, IP addresses, etc) then we may
be able to have a look at the logs and see what the problem is.
