The current germany.osm.bz2 (1122470613 bytes, md5 sum 6f798b1b3a3b75b454fff0d9efc17fe3) decompresses fine on my machine.

Is it possible that you have faulty RAM in your server? There's only one bit of difference between the ")" and "+" characters. Just to be on the safe side, could you perhaps run a memcheck or, if you'd rather not shut the machine down, make a few copies of a very large file and run md5sum on those?
