So far there hasn't been any great ideas as to why we would need to implement a new API version. What the current API is providing seems to be sufficient and isn't causing any significant issues or problems, hence the lack of work on a new version. Why try to fix something that's working?
Are you kidding? Thousands of people use the API each day, and nobody gets a pony. I consider this a severe shortcoming.
