I think if we did then other people might appreciate it and/or use it for other situations[0]. I know it from the mapnik stylesheets which are all broken down like this[1] and it allows you to use non-specialised XML tools that understand them - even something like passing them through "xmllint --noent" to flatten the hierarchy can be useful in some circumstances.
