because local mappers want to know if they have to do someone's work again and try to avoid that by contacting the concerning osm member. I've already contacted several mappers here in Germany and most didn't know about the license change or simply forgot to accept the new license. So just don't be offended about the message, just tell them they don't have to send it multiple times ;) Bye Ben
