I think you are assuming a consistency that doesn't exist. There are no "implied tags" in OSM; there are certain tags that, in certain countries and according to a reasonably big group of mappers, imply something else but this is far from a hard rule that could be baked into a "parseable data file".
Another question I have in regard to implied tags is, whether an implied tag can in turn imply other tags.
You are assuming that "implied tags" are a widely known and used concept and that there are certain logical rules for that. There aren't, to my knowledge.
