This QOS limit is real problem for applications which doesn't works like bulk downloaders but does many requests to tile server. Maybe we could do some excludes for "good" applications (like proxy caches) and rought limits for "bad" applications?

And how does one go about getting qualified as a "good" application?

PS. My OSM-tile-consuming application User-Agent shows up as APRSIS32(callsign) or APRSISCE(callsign) where callsign is the actual user's amateur radio callsign. I would value any feedback on the observed behavior of said application if it even shows up in your log files.

PPS. Is there any way that application developers can even view the load being placed on the OSM tile servers by their application or even by User-Agents in general?
