Parveen, I think your problem may not be where to place the world boundary shapefiles, but compatibility of the OSM mapnik stylesheet with the version of mapnik included in Ubuntu. I just had a quick go and the error I got was about the stylesheet needing mapnik 0.7. I think the Ubuntu 10.04 one is 0.6? Is that the same error that you were getting?
In which case I think you do need to either package 0.7 or compile it from source.
