I'm not sure if I understood what hits exactly your application. You can setup a local DB (PostGIS) and import an OSM data dump (planet.osm or it's local extracts) and then do a customized rendering via Mapnik to deploy your own Map, yes. There are also suites like MapsOnaStick or Tilemil, that deliver the map tiles with the packages itself.
For all that please take a look at the OSM wiki :)

P.S. if you want to use the offical map tile sources, make sure that you fullfil the Tiles Usage Policies
